The results of this study have particular significance  for California.  Beginning in July 2009, the state will require all tankers, cargo and cruise ships sailing into California ports to switch to more expensive, cleaner-burning fuels when they sail within 24 miles of  the coast.

Particulate matter in smoke forms streaming clouds called ship tracks that can be seen above a yellow plume of smoke billowing over the Pacific Ocean from fires in Oregon and California in this satellite image.
